There are going to be a lot of pressures, obviously. But the time to build up the reserves is the good times if we don't do it now, we're going to be in big trouble in the next recession.
If we're going to keep (increasing) it by 200 million a year, it will take three years to get back to where we were.
It's what's causing the funding problem we're having in the budget. We should keep that in mind as we pass these multitudes of tax breaks.
