This is not justified. It was all wrong. The boy was coming in and all he wanted to do was tell his part of the story and he didn't get a chance.
By and large people are pretty satisfied with the level of service and the response of city services, so they don't see the need to form a neighborhood association.
Have we always made everybody happy Probably not. But I don't know a situation where you can always make everybody happy.
